Personnel Psychologist (Research)

Summary About the Position:
Incumbent will provide the Defense Health Agency (DHA) personnel professional consultation on problems in the general conduct of research.
This position has an established duty located in Falls Church, VA.
Responsibilities Lead the efforts to develop and assess DHA's current onboarding surveys and develop a dash board of changes required to the New Employee Experience, as well as coordinate and develop the exit survey program.
Employ knowledge and expertise in personnel research psychology to perform effective research and to make appropriate recommendations to the Chief, Human Resources Division and Agency leadership concerning the study projects assigned or initiated.
Formulate and conduct theoretical and applied short term and long range psychological research programs to increase knowledge of how DHA can be effective in attracting, selecting, retaining, motivating, training and educating the workforce.
Perform studies or conduct surveys pertaining to personnel aspects of the organization, functions and operations of DHA.
Analyze results and present findings.
Apply scientific principles relating characteristics of the government workforce and the structure, direction and operation of the DHA environment to the needs of the organization.
Apply a high degree of originality in identifying and defining research problems and in developing hypotheses to be tested through the results of surveys, feedback, and analysis of a growing and complex workforce.
Formulate comprehensive plans and forecasts to define, guide and control the research and related efforts for accomplishment of research projects of considerable breadth and complexity.
Research problems of measurement and evaluation of a wide range of attributes, as these relate to such processes as selection, assignment, education and training, turn over, retention, utilization and motivation of the DHA workforce.
Analyze data received from other studies or surveys, prepares appropriate technical reports on information determined from analysis, and evaluates the desirability of continued or new research in particular areas.
Coordinate research with behavioral scientists in other federal organizations and defense agencies under the Office of the Secretary of Defense (OSD) and other DoD entities on projects of mutual interest.

Basic Requirement for Personnel Psychologist (Research):
Degree:
Bachelor's degree (or higher degree) with a major or equivalent in psychology.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-13 grade level:
One year of specialized experience which includes 1) developing constructs and/or evaluating and analyzing data related to personnel studies and assessments in recruitment, selection, and/or retention of employees, and in employee training and development, performance evaluation, job analysis or directives; 2) designing, developing, tracking, and administering appropriate survey or other data collection instruments; and 3) conducting studies and analysis for organizational development to provide information, consultation and recommendations to organization leadership.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

One year of specialized experience which includes ) a demonstrated comprehensive knowledge of Industrial/Organizational Personnel Psychology; 2) formulating and constructing comprehensive plans to define, guide, and control study efforts for accomplishment of assigned problem areas; and 3) conducting research projects involving processes on selection, retention, assignment, education and training, turn over, utilization and motivation of the organization's workforce.

This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
Duties described reflect the full performance GS-14 level.
If not selected at the full performance grade level, duties will be performed in a developmental capacity under close supervision.
