Duties Help Duties Summary This positions located within the Office of Human Resources, Office of Administration.
The incumbent serves as a senior specialist providing technical advice and guidance to managers and supervisors on a variety of staffing issues, such as changes in critical competencies, availability of candidates, career development patterns, and reorganization proposals.
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
Learn more about this agency Responsibilities Duties include but are not limited to the following:
Serving as a Team lead for internal audits and delegated examining self-assessments of completed personnel actions using existing guidelines and procedures.
Providing guidance to management on all recruitment and placement issues, modes of recruitment, staffing alternatives, and recommends innovative methods and strategies to resolve problems of job turnover, downsizing, or loss of skilled employees.
Advising managers and supervisors in the development of assessment criteria required for the recruitment and placement of well qualified candidates in internal or external competitive staffing actions.
Performs a variety of special studies and analyses that include various facets of Human Resources Management including Policy Development, Information Systems, Performance Management, Position Classification, Management and Employee Development, and related programs, practices, and procedures that impact the staffing function.
Interprets and develops briefing and reports.

Qualifications In order to qualify for the Human Resources Specialist (Recruitment and Placement) position, you must meet the following time in grade requirements and minimum
Qualifications:
TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.

Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
AND FOR THE GS-13 LEVEL:
Specialized
Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Processing and reviewing personnel actions to ensure that the proposed action is in compliance with statutory and regulatory requirements; Advising managers and supervisors on the laws, regulations, policies and procedures of recruitment and placement within the federal government; Performing the full range of examining functions including, creating assessments and vacancy announcements, reviewing applications, creating applicant referral lists, and responding to questions from applicants and hiring officials regarding the status of the recruitment action; and Participating in internal audits and delegated examining self-assessments of completed personnel actions using existing guidelines and procedures.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
