Serve as the senior environmental engineer, technical advisor and expert for the Bureau of Medicine and Surgery (BUMED) on all Environmental Engineering issues at medical, dental and research facilities worldwide (CONUS and OCONUS), implements and manages all technical aspects of Navy and Marine Corps environmental programs at medical facilities.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. This position is a drug-testing designated position (TDP). You must obtain and maintain a security clearance.
Serve as the senior environmental engineer and environmental program manager for policy, planning, development, and evaluation of highly diverse, complex, emergent/critical environmental issues associated with BUMED's medical, veterinary and medical research laboratory facilities.
Responsible policy, guidance, financial budgeting, program management, execution, assessment and reporting for the environmental compliance and environmental management system program at all BUMED facilities worldwide.
Develop, propose and promulgate guidance, standards and policy based on Federal, State, Department of Defense, Department of the Navy, and overseas legislation (ex. Overseas Environmental Baseline Guidance Document or the Final Governing Standards for OCONUS) for BUMED facilities that include the following program areas: engineering, management decision, environmental compliance, management and disposal of medical-related waste streams including pharmaceutical waste, regulated medical waste, infectious waste; medical and laboratory accreditation including the Joint Commission; waste water; drinking water,; pollution prevention; environmental compliance inspections, handling, storage and disposal of hazardous wastes; hazardous material and control and management; Environmental Management Systems; and National Environmental Compliance Act (NEPA).
Provide expert technical and engineering assessment and guidance to develop cost effective environmental program management, contractor performance and assessment, data collection and assessment, regulalatory compliance, and Environmental Management Systems,
Ensure the adequacy and validity of scientific, economic and technical data and findings used as support in setting standards, policy, guidance and funding for all assigned environmental programs per OPNAVINST 5090.
Supervisor senior contractor professionals, military officers and civilian personnel.
BASIC REQUIREMENTS FOR ENGINEERS: To qualify for engineering positions with the Federal government requires successful completion of the_ basic requirements_ in A or B below. (You must submit your transcripts.)
A. Bachelor's or higher degree obtained from an accredited college or university, which included a major in engineering. To be acceptable, the curriculum must:
(1 ) Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum;
OR
(2) Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. _ Professional Registration:_Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2. _ Written Test:_Evidence of having successfully passed the Fundamentals of Engineering (FE) Exam (formerly known as the Engineer-in-Training or EIT), or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3. _ Specified Academic Courses:_ Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences and in engineering, which included the courses specified in paragraph A (2) above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4. _ Related Curriculum:_ Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, such as physics, chemistry, architecture, computer science, mathematics, or hydrology may be accepted in lieu of a degree in engineering, provided the education was supplemented by at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Experience: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:
Providing expert engineering and technical advice and consultation to organize and develop cost effective medical waste management and disposal programs, environmental compliance, environmental management systems, environmental compliance inspections, data collection, monitoring and reporting.
Determining and coordinating environmental funding, planning, programming and financial obligations/commitments.
Reviewing and evaluating management procedures and determining need for managerial improvements to expedite increased work, eliminate unnecessary or duplicate efforts and increased efficiency.
Providing installation and senior leaders with authoritative guidance and direction on environmental compliance, medical waste management and disposal, environmental design criteria, NEPA and conflicts between engineering, medical and management requirements.
Providing advice on matters involving professional environmental engineering and management decisions.
