SUPERVISORY PROGRAM MANAGER

DutiesAs a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:
- Develops and implements a PAR Strategic Plan and Objectives nested within senior level policies and plans each fiscal year.
- Develops and oversees the execution of various PAR mission requirements.
- Assists with the development, administration, and monitoring of the effectiveness of DoD PAR policies and programs.
- Provides technical assistance to the heads of the DoD Components in addressing matters concerning PAR and facilitate the identification and resolution of issues and concerns common to the Military Services and joint commands.
- Establishes processes and incorporates tools to measure and assess the effectiveness of DoD's Insider Threat programs with the goal of assessing compliance to existing policies and regulations, operational effectiveness and impact as well as building methods to define and message overall return on investment to DoD senior leaders.
- Manages the operational activities of DITMAC PAR Coordinators and facilitates the sharing of information IAW established policies and procedures.
- Develops, ICW DITMAC EPMO, oversight metrics to measure compliance and effectiveness of PAR policies, and programs.
- Establishes and maintains liaison with officials in ODNI, OUSD(I&S), the military departments, other DoD activities, the Intelligence and Law Enforcement communities and other Federal Agencies.Requirements Conditions of EmploymentMust be a US citizenSelective Service Requirement: Males born after 12-31-59 must be registered for Selective Service. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Expert knowledge of OSD, DoD and the Defense Intelligence Community as well as demonstrated mastery of insider threat and PAR issues and a highly developed understanding of the planning, programming and budgeting system to apply resources against that mission.Specifically you will be evaluated on the following competencies:
1. Stakeholder Management - Concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
2. Program Outreach - Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders.
3. Program Planning, Review, and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
4. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Substitution of education may not be used in lieu of specialized experience for this grade level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
